Governing carrier

A governing carrier is the airline that determines the fare structure and fare rules applied to a particular itinerary.

When a journey involves one or more flight segments, especially on multiple airlines, one carrier is designated as the primary reference for pricing purposes. The fares, routing provisions, ticketing conditions, change penalties, and other rules established by that airline serve as the basis for calculating the ticket price and validating the itinerary.

The selection often depends on factors such as the most significant international sector, the route flown, or the carrier operating the key portion of the journey.
